4. develops strategies to induce creativity and inventiveness at all levels of education with the view to produce enterprising Botswana

5.reviews the prevailing research and development situation in terms of the investment in all sectors of the economy and the returns it generates.

6.determines the adequacy of research infrastruture, equipment and manpower, and develops & monitors implementation of strategic interventions
