Hiroko Tsuboi-Friedman is a Deputy Director, Division for International Affairs of the Science Council of Japan Secretariat of the Cabinet Office, Government of Japan.  Formally as a Senior Policy Researcher of the Cabinet Office, she was in charge of the international youth exchanges under the Director General for Policy on Cohesive Society.  

In her own capacity, she is a member of the Expert Facility of the UNESCO 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions and works as an individual consultant/specialist with various agencies and organisations.
